FREQUENTLY ASKED QUESTIONS (FAQ)

Q: What requires an Architectural Review Board (ARB) approval?

A: Changes and additions to the exterior of your house or property structures often require this process. Examples include, but are not limited to: additions, decks, patios, sheds, fences, swimming pools, driveway extensions, etc. Approval is required per the HOA covenants and we aim to make this as easy as possible. Failure to seek approval can result in having to remove the addition or property improvement at the homeowner’s expense. We certainly do not want this to happen and will gladly work with residents to complete the process and ensure all changes meet the requirements in the covenant. Q: How much are HOA dues for Parkview?

A: HOA dues are now $150 per year. This change takes place for the start of FY 2023.

Q: How do I make a payment?

A: All dues, Architectural Review fees, and other payments should be paid in the form of a check, made out to “Parkview at Boiling Springs Homeowners Association” and mailed to:

Q: What happens if I don’t pay my dues?

A: When a homeowner purchases a house in a HOA neighborhood the homeowner legally agrees to pay association dues to support neighborhood common spaces, maintenance, and other amenities that we all share. Failure to pay can result in legal action, which may include recording a lien against a property.

Q: Am I allowed to have a swimming pool?

A: Absolutely! Here are the guidelines: In-ground pools and spas are permitted with ARB approval to ensure certain conditions are met. Above ground pools are not permitted. Inflatable children’s pools are allowed but should be stored when not in use for an extended period of time.

Q: Can I have chickens?

A: Surprisingly this is a frequently asked question we get. Only common household pets are allowed. No chickens or livestock are allowed in Parkview.

Q: Can I have a flagpole?

A: Yes. An ARB is required. We will approve flagpoles for U.S., state and military flags, up to 20’ high and cannot have a rope to prevent noise. If you decide to no longer fly a flag, the pole must be removed.

Q: Can I operate a business out of my house?

A: Yes, an in-home business is allowed. The in-home business must be consistent with the residential character of the neighborhood. No signs, advertisements or any physical changes or additions to the exterior of your home are permitted. The in-home business cannot effect your neighbors in any way, including noises, fumes, vibrations, odors, etc. Visits from clients, customers or deliveries should not appear out of character with the neighborhood in any way. No storage or disposal of hazardous materials.

Q: Does the neighborhood have designated quiet hours?

A: No. However, there are rules about noise in the covenants and restrictions. “No noxious or offensive trade or activity shall be carried on upon any Unit, nor shall anything be done or placed thereon which may become an annoyance or nuisance to the neighborhood or any adjoining property owners.”

Additionally, the following noises are NOT permitted in our neighborhood:

  • Mounted outdoor speakers, horns, whistles, sirens, bells, amplifiers or other sound devices, except those used exclusively for security purposes.

  • Noise from an in-home businesses.

  • Noise from snowmobiles, go-carts, motorbikes, trail bikes, or other loud-engine recreational vehicles.

  • Vehicles must operate in a safe and quiet manner and with consideration of all owners and occupants.

  • Vehicle maintenance is only allowed in the resident’s garage.

Q: What color are my roof shingles?

A: Almost every house in Parkview has Black Charcoal. This is now listed as an Architectural Standard.

Q: Can I keep a camper or RV on my property?

A: A camper or RV is not permitted anywhere on your property and must be stored at an off-site location. However, you are allowed to load or unload your camper or RV up to 24 hours prior to or returning from a trip.

Q: Can I keep a boat, trailer or other vehicle on my property, driveway or street?

A: Boats, trailers, ATVs, golf carts, recreational vehicles, commercial vehicles, ride-on lawn mowers/tractors and unregistered vehicles are only allowed in your garage or they must be stored at an off-site location.

Q: How do I report a violation?

A: We first encourage you to meet with your neighbors and kindly talk about concerns as they arise. We also understand that there will be times the HOA may need to be involved in neighbor disputes. You can email president@hoapv.com to confidentially ask for help. Please include your name and phone number and details about your concern. Only the HOA President will view your name, but your concern will be discussed by the HOA Board to best find a solution.

Q: Can we put in speed bumps or change the speed limits?

A: The HOA does not have authority over the streets in our neighborhood. Finished streets are the responsibility of the township and all change requests must be routed to South Middleton Township. Unfinished streets are the responsibility of the developer until completed.

Q: What is the HOA’s responsibility for snow removal?

A: The township is responsible for plowing the finished streets. The developer is responsible for hiring a plow driver for the unfinished streets. The HOA is responsible for approximately 500 feet of sidewalk near the corner of Tavern and Poplar.

Q: Will there be a walking path to the park?

A: We have been informed by the developer that they will install a path along 174 from Tavern to Springville. There is no current timeline for this path. There is an unmarked grass easement between 225 and 227 Highland Terrace Way that runs down the property line. Residents are welcome to use this easement to walk to the park.

Q: Can I install solar panels on my house?

A: After hearing public comments at our 2021 HOA Meeting, and receiving many emails from members of the community, the Board used this feedback to create an Architectural Standard. You can find our Architectural Standards at hoapv.com/docs.

Q: A tree was planted by the developer in my yard, but it died. Now what?

A: The tree was planted by the developer and you should contact the developer to let them know. The HOA is responsible for the trees on the common grounds, which includes Parcel A and Parcel B of the development map. According to the Declarations, there is a 1-year warranty on developer-planted trees. If the developer is unable to replace the tree, it is the homeowner’s responsibility. Dead trees are not permitted per the HOA covenant..

Q: How will you handle neighborhood violations?

A: We plan to handle the majority of violations as they are brought to our attention. We, as a community, expect homeowners to follow the rules in our Declaration of Covenants and Restrictions and we will use these rules as our guide. Q: How are the un-purchased lots maintained/who is responsible for mowing?

A: All lots owned by a builder must be maintained by one of their contractors. The lots that are not yet owned by a person and/or a builder are the responsibility of the developer. As a board, we are in communication with both parties to push for regular maintenance.
